Kinda tough without taking a look but the water problem comes from somewhere . I.E. " muddy water " . Maybe the yard is not draining in the right direction . Is it only a problem with a lot of rain or does it happen often ? I always made sure the yard drained away from the house / garage . If the flex seal does not stop the problem then do your best to the water away and get a roll of copper flashing whatever length you need and install it . Pull the bottom of the wood out slightly and fit it up under the wood 3 or 4 " .Make sure there are no downspouts feeding into that area adding water to the problem .
